Most Tokyo power restored after blackout

A power outage hit large parts of Tokyo, and Chiba, Japan. The electrical blackout occurred due to an industrial accident, in which a crane damaged some power lines accidentally at 7:40 AM local time (2240 UTC), the Kyodo News agency reported, quoting Tokyo Power Electric Co. Power was reported to have been restored to most areas within a few hours.

At least two elevators stopped with an unknown number of people trapped inside, said a fire official in Tokyo. Some train services were halted. The number of passengers was lower than normal due to a holiday. About 800,000 residences were affected by the blackout, according to the power company. Most services have since then been restored.

Tokyo Disneyland and Tokyo DisneySea delayed opening by an hour as many rides did not function due to the power problems.

Free Photo Editing Software Five Recommended Programs For Image Editing

If you have read my article, Free Photo Editing Software – What Features Should I Look For, then you will have some ideas of tools that are available. Although there are many editing programs available, I have used quite a few. These below are ones that I would recommend. They are all free.

Paint.net

This software is pretty straight forward and easy to use. It also offers some advanced features, such as layers and curves. It’s resizing screen showing your image only appears after you do a save. This is not bad, as long as you are aware of it.

Irfanview

Know mostly as an image viewer, Irfanview is an editor also. It has a multitude of features, such as batch resize and being able to change thumbnail sizes when viewing your images. It also offers a huge amount of image file types if you want to change the extension of a photo.

That being said, I find this program to be the most confusing to use. I do not use it regularly. I would assume that if I did, I would get used to it. It does, however, have a lot to offer.

FastStone Image Viewer

Again, great as an image viewer with some very useful features. I like that you can view both images, the original and a duplicate for editing, together. Once you have enlarged a photo to take up the full screen, various options are available by moving your mouse to the top, bottom, left or right parts of the screen.

For example, go to the top of the screen and a thumbnail strip of all of your images in that folder will appear. You can click on any image and it will then be the full screen photo. This is a useful tool, allowing you to work with a full screen image and easily see your other pics in the folder.

Web Resizer

This is actually a website. It’s strong feature is how it resizes pictures, but you can also do some simple edits. It is very easy to use. It clearly shows what your image will look like by comparing different file sizes for the same picture. Upload a photo to work with it, and then download it to save it on your computer.

Picasa 3

Picasa 3 is photo editing software, but it also offers some other things. As an editor, it has a wide range of tools, divided into three categories. It’s other features are that it is an image viewer and organizer. You can also send your digital photos to an online printer. If you choose to use Picasa Web Albums as an online photo sharing site (and for storage), you can sync it with Picasa 3 so that edits and changes made in Picas 3 will automatically be made in Picasa Web Albums.

You can download any of these free programs and try them out. Although none does everything, you will most likely find one that meets most of your needs.

Five hundred migrants alleged killed in deliberate sinking in Mediterranean

The International Organization for Migration (IOM) said on Monday about 500 migrants may have been killed in a deliberate sinking in the Mediterranean Sea last week. The unverified claim comes after IOM debriefed two Palestinian survivors.

In a statement, IOM said, “If this story, which police are investigating, is true, it would be the worst shipwreck in years”. The organization added, if the story would be revealed as true it would be “not an accident but a mass murder, perpetrated by criminals without scruples or any respect for human life”.

IOM Spokesperson in Italy Flavio Di Giacomo told AFP, “Two survivors brought to Sicily told us that there had been at least 500 people on board. Nine other survivors were rescued by Greek and Maltese ships, but all the rest appear to have perished”.

According to the two survivors, the boat, which departed on September 6 from Damietta, Egypt bound for Malta, sank in the Mediterranean Sea last Wednesday when people smugglers rammed it; drowning the vast majority of its 500 plus passengers, including refugees from Egypt, Sudan, Syria and Palestine. They said the smugglers had become angry when the passengers refused transfer to a smaller vessel that they doubted could carry them.

The Palestinian ambassador to Malta, Jubran Tawil, said three Palestinians who had been on board the boat have been rescued with aid from Panamanian ships and flown to Malta by a Maltese helicopter together with some of the dead.

According to UN data, this year the number of migrants by sea to Europe exceeds 130,000, up by 50,000 from last year. Many people from North Africa and the Middle East attempt to reach Europe on overcrowded, unsafe boats. Over 2,500 people on this journey have drowned or disappeared this year, 2,200 of them since June.

Ford’s US auto sales spike, surpassing GM

Ford Motor Company said on Tuesday that its sales in the United States rose 43% in February compared to the same period last year, as the automaker outsold rivals Toyota and General Motors.

Ford said that total sales improved to 142,285 units, compared to 141,951 units sold by GM. Additionally, Ford said that its share of the total US car market rose to 17%, up from 14% a year ago. The increase was better than analysts had predicted, and Ford’s stock rose to a five-year high in morning trading, before declining later in the day. Ford’s sales were significantly influenced by a 74% increase in fleet sales to businesses. Rental car agencies alone accounted for around 30,000 units sold. Sales to retail consumers increased only 28%.

The increases were led by sales of two sedans, the Fusion and Taurus, which rose 166.5 and 93.3% respectively, although sales of other models such as SUVs and pickup trucks also increased. Both models were significantly redesigned last year, and analysts said that improved quality from such cars were driving the increases.

Other companies also reported February sales today, nearly all reporting sales gains as well, although none as large as those of Ford. Toyota was the sole exception to the sales gains, as their sales declined 8.7%, as the company was faced with a global recall during the month that led to a temporary stoppage of production for some models.

“The strength of our new products … are resonating with customers,” said Ken Czubay, Ford’s vice president of sales and marketing. However, he believed that traditional Toyota customers were not buying rival autos, but rather awaiting the results from the recalls.

Hundreds of thousands of British public sector workers went on strike across the country yesterday to protest planned changes to pensions. As industrial action swept the country, half of all schools were hit when teachers walked out, thousands of emergency service responders did not arrive at work, and there were warnings of immigration delays at Heathrow airport.

Police arrested 26 people as protesters picketed on a march in London, and riot police kettled demonstrators as clashes broke out. Reports vary, but it is thought that up to half of British state schools have been affected as employees did not turn up to work.

Mark Serwotka, the leader of the Public and Commercial Services Union (PCS), said the strikes would serve as a “wake-up call” to the coalition government. “It’s a very, very clear signal to the government that they have been rumbled,” Serwotka said. “This is not about pensions, this is about making public sector workers pay for the economic problems, and we are determined to keep going until they change direction.”

Government officials condemned the strike and said the planned changes to pensions, which would see teachers work until age 68 and get less from their pensions, were “fair to taxpayers” as Britain attempts to deal with a large budget deficit. A spokesperson for Downing Street insisted the strike was having a “minimal” impact and said the turnout suggested many public sector workers supported the pension changes.

Christine Blower, the general secretary of one of the striking unions, the National Union of Teachers (NUT), said the strike demonstrated “the anger and distress that this government is causing teachers.” She said the “unjustified attacks” on the pensions of teachers “are nothing short of disgraceful.” Speaking on BBC television programme Question Time, she added: “Much of this has already been imposed on teachers without negotiation, and when we say there are talks going on it’s perfectly true that the government is talking but it isn’t actually listening.”

But despite government claims that the strike was having little impact, 5,679 schools were closed and another 4,999 were affected as teachers did not turn up for work. Michael Gove, the education secretary attacked the walkouts as “disappointing and unnecessary”. Thousands of staff handling emergency 999 calls also striked and pickets were held outside courts as members of the PCS walked out in protest.

This is not about pensions, this is about making public sector workers pay for the economic problems, and we are determined to keep going until they change direction.

Francis Maude, the cabinet office minister, also maintained that the strikes were wrong and said the low number of people walking out showed many supported the government’s plans. “What today has shown is that the vast majority of hard-working public sector employees do not support today’s premature strike and have come into work today,” he said.

Senior Labour party figures including Ed Miliband, Tessa Jowell and John Denham said the strikes were unjustified until negotiations with the government had concluded. Mary Bousted of the NUT criticised Labour’s lack of support for the striking workers: “The response of Ed Miliband has been a disgrace – he should be ashamed of himself. If our strike is a mistake, what has he done to oppose this devastating attack on our pensions? If the opposition will not defend our pensions, we will.”

A largely peaceful march by 30,000 protesters took place through London, and the atmosphere was reported to be largely peaceful, but Metropolitan Police officials said 26 people had been arrested. At a meeting in Westminister, many left wing figures attacked the government plans. Ken Livingstone, a former mayor of London who is running for the job again next year, said the coalition government had “mishandled” the issue of pensions. “The government must end its attacks and negotiate on the core issues under contention,” he added.

Shots reported during Superdome evacuation

Air evacuation of the Superdome was temporarily halted Thursday after shots were reportedly fired at a military helicopter.

Evacuations by bus continue, despite an early news report to the contrary. Thousands of people taking temporary shelter in the Superdome and nearby areas in New Orleans are being evacuated after Mayor Ray Nagin ordered a complete evacuation of the city, in the wake of Hurricane Katrina. Evacuees will be taken to the Astrodome in Houston, Texas.

Looting has become an increasing concern, as looters and gangs are beginning to rob hotels and hospitals. Some looters have even been able to take guns from abandoned shops. Officials say that they are concerned about the increasing number of people with guns. Police officers stranded on the roof of a hotel reported shots fired at them.

President George W. Bush plans to visit the affected areas on Friday. Former Presidents Bill Clinton and George H. W. Bush are expected to lead a private fund-raising campaign for the victims of the hurricane, similar to the campaign after the oceanic earthquake and resulting tsunami in late 2004.

Several injured in Ben Nevis cable car accident

As many as eight people have been injured after two cable cars collided at the Nevis Range near Fort William in Scotland.

Two RAF helicopters, an air ambulance, four ambulance crews, police, fire brigade and a mountain rescue team are among those present. Police have confirmed that three people have been injured, including one child. Injuries include broken legs, head and chest injuries. The Scottish Ambulance Service have reported that up to seven people had been thrown on to the hillside. A reporter at the scene said one car near the top of the mountain had slid down a cable, hitting another and then one of the cars fell to the ground.

Northern Constabulary have stated “It’s understood that two gondolas would appeared to have collided and a number of casualties have been reported. The local mountain rescue team, Inverness helimed and other air support are in attendance to remove casualties”.

The Doppelmayr gondola system is made up of eighty six-seat closed cabins running on a continuous 4.6km steel cable.

What To Do If Theres A Credit Card Judgement Against You

If you have not heard of credit card judgement, then you should know that having such a judgement made against you can be a rather distressing situation. Take my neighbor, Bob, who had a credit card judgement made against him and he literally had an emotional breakdown. Well, it took him awhile to recover and in that period, his wife and his family had a hard time trying to help him while at the same time, they were also running around looking for a solution to the judgment.

Bob’s problem was not such a serious one initially. In the beginning, he had a lot of credit card debts that were piling up. He had often sought my advice on how to clear his debts and since I am quite well-versed in resolving financial issues, I tried helping him by laying out a plan for him to clear his debts within a period of time. Unfortunately, while Bob was willing to listen to me and accept my help, he could not keep to the plan. He did not have the discipline to cut his spending nor did he have the willpower to stop using his credit cards. Even as he tried to reduce his spending and to pay down his debts, he had continued spending and buying things he did not need, resulting in deeper debts, higher credit card bills and an income that was just not enough to cover it all.

It all finally culminated in the credit card debt judgement against him that had caused his breakdown. His credit card company had finally decided to take his case to the courts to recover the debts he owed. This means he had probably defaulted in his credit card payments for a certain period of time and after repeated failed attempts to recover even some of the debts, his creditors had no choice but to go to the court for a judgment against Bob.

A court judgment obtained by the credit card company could mean a lot of things. It could mean that the court had ruled that the creditor now has a lien on your property, your bank accounts or possibly even your business if you are the sole proprietor of a business. This is highly dependent on your state law, though. Each state has different laws which will determine how your creditor could recover the debts you owe and the actions it could take. This may also mean they could freeze your bank accounts or even garnish your wages. So, if you want to know more, you may need to read up and learn more of your state laws on this. Other than this, there is still a way out of the judgment so that the creditor does not enforce it.

This is what I told Bob when he came to me again to ask for help. I told Bob to start negotiating with his creditor for a way out. Some creditors may be quite open to put aside executing the judgment if you agree to start making payments on the judgment. Another way is to appoint an attorney for some legal advice and to get more understanding on your state’s laws on the enforcement of judgement. Your attorney may even be able to provide you with a suitable solution based on your state’s laws and your financial situation.

Having a debt judgment made against is most often due to credit card default. So to avoid this, do try to keep your finances in order and clear up your debts as much as you possibly can.
