On Wednesday, the Internet hacking collective Anonymous vowed to publish the names of the four suspects involved in the alleged rape of Canadian Rehtaeh Parsons, who committed suicide last week.

A message sent to Royal Canadian Mounted Police (RCMP) by the hacktivist group called “for immediate legal action” in the case, citing that “If we [Anonymous] were able to locate these boys within 2 hours, it will not be long before someone else finds them.”

This latest operation by the group, dubbed “Operation Justice For Rehtaeh”, led to expression of concern among the members of the RCMP. In an interview with the National Post, Nova Scotia Justice Minister Ross Landry spoke of the dangers of releasing this crucial information in this ongoing investigation, “We don’t want another child taking their life because some vigilante group think it’s OK … maybe it’s a wrong name — then what would they do to someone?”

The 17-year-old Parsons was taken off life support on Sunday following an attempt to take her own life days before. Her mother erected a Facebook page celebrating the life of her daughter as well as acknowledging the true reasons for her daughters tragic passing, “Rehtaeh is gone today because of the four boys that thought that raping a 15-year-old girl was okay, and to distribute a photo to ruin her spirit and reputation would be fun.”

Also, social networking websites are free. In addition, there is no need for you to hire an employee for this part of the marketing process. You just need to invest more time in order to improve your business online presence.

Start small scale and then go to a larger plan. Starting small can mean that you will be able to protect your budget. You shouldn t invest a huge amount of money on something that you don t have full confidence in. Take this as a test of your marketing plans. You are not necessarily going full swing with your advertising efforts but you are also trying out which tasks you might invest more in to be able to promote your business.

Wikipedia founder embroiled in affair and financial allegations

The implosion of a relationship between Wikipedia founder Jimmy Wales and journalist Rachel Marsden has resulted in controversy and international headlines. Associated Press and ABC News have also reported on questionable activity by Wales involving Wikimedia Foundation expenses. The Wikimedia Foundation is a donor-supported non-profit organization which runs Wikipedia.

Marsden had contacted Wales two years ago about concerns she had over the article about her on Wikipedia, and Wales determined the article was not compliant with Wikipedia’s standards. The tech blog Valleywag revealed Wales had a personal relationship with Marsden, and posted supposed transcripts of their instant message conversations on its site, www.valleywag.com. Wales and Marsden met in February, and The Times reported that “An apparent transcript of their conversations before that meeting suggests that, although Mr Wales had withdrawn from the editing process, he was still influencing the editors.” The Times quoted Wales from the chat logs as having stated to Marsden “The truth is of course a much worse conflict of interest than that; but that will do.” — in reference to his conflict of interest regarding Marsden’s article on Wikipedia.

Wales posted a public statement on Saturday on Wikipedia addressing the matter, and stated that his relationship with Marsden was over: “First, while I find it hard to imagine that anyone really cares about my sex life, the facts are: I am separated from my wife. I considered myself single at the time of my one meeting with Rachel Marsden on Feb. 9, 2008 … I am no longer involved with Rachel Marsden. Gossipy stories suggesting that I have been in a relationship with her ‘since last fall’ are completely false … I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.” With regard to the conflict of interest in Marsden’s article, Wales had acknowledged to a team of Wikipedia editors in February 2008 that he and Marsden “became friends … and that we would be meeting about that,” and stated “I recused myself from any further official action with respect to her biography.”

On Sunday, The Canadian Press reported that Marsden had posted photos of herself on Ebay, and was selling items that Wales had left at her New York City apartment. In her Ebay posting, Marsden stated: “Hi, my name is Rachel and my (now ex-) boyfriend, Wikipedia founder Jimmy Wales, just broke up with me via an announcement on Wikipedia … It was such a classy move that I was inspired to do something equally classy myself, so I’m selling a couple of items of clothing he left behind, here in my NYC apartment, on eBay. Jimbo was supposed to come visit me in a couple of weeks and pick up some of his stuff, but obviously that won’t be happening now.” Marsden told The Canadian Press “It didn’t really help matters that Jimmy chose to announce the breakup to the entire world via Wikipedia (which apparently now is an online encyclopedia that doubles as a personal soapbox?) rather than to me directly (which he did much later, in an instant message discussion).”

Marsden placed a t-shirt and sweater which she said were left at her apartment by Wales up on Ebay, and started the bidding for each at ninety-nine cents, with the auctions set to end on March 12. By Monday, bidding on the t-shirt had reached US$300, and by Tuesday the highest bid had reached $12,200. In an email to The Globe and Mail, Marsden stated “My only focus right now, to be really honest, is on my career and finding a way to get back into print, TV, or radio here in NYC,” she wrote. “All of this other personal stuff is just an unfortunate distraction.”

Jay Walsh, the Wikimedia Foundation’s head of communications, told the San Jose Mercury News that Wales’ actions in relaying Marsden’s concerns about her Wikipedia article to a team of trusted editors was within his “routine” role. When asked by the San Jose Mercury News if Wales’ actions regarding the Marsden article could compromise his role with the Wikimedia Foundation and Wikipedia, Walsh responded “No, absolutely not.”

On Tuesday, ABC News carried a story by Wired News reporter Megan McCarthy regarding allegations of “excessive spending” by Wales, and Associated Press also reported on questions involving Wikimedia Foundation expenses. McCarthy reported that former Wikimedia executive Danny Wool, who had left the foundation last year, criticized Wales’ use of Wikimedia Foundation expenses in a blog post. Wool stated that Wales had tried to expense $300 bottles of wine, a $1,300 dinner for four at a Florida steakhouse, and visits to Moscow massage parlors to the foundation, and that the foundation rescinded Wales’ corporate credit card in 2006. Wool also stated that Wales paid the foundation $7,000, after being short $30,000 on receipts for expenses.

Wool told EPICENTER that “There were occasions where he used [the Wikimedia Foundation] for personal advancement under the guide [sic] of the mission. And, as someone who was in there for the mission part of it, I found that rather distressful.” Wool commented in an interview with the San Francisco Chronicle: “Originally, it was carelessness … But as things developed, it became more apparent and obvious that he was taking advantage of the foundation credit card. It was almost like his personal piggy bank.”

Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.

In an instant message exchange with Associated Press, Wales denied that the Wikimedia Foundation had taken away his corporate credit card, and asserted that he had made the decision to stop expensing business travel for the foundation. Wales highlighted a statement by the foundation’s executive director Sue Gardner: “Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.” In an email to Associated Press, Brad Patrick, a former attorney for the Wikimedia Foundation, stated “Danny seems interested in blogging his way straight to a lawsuit”.

Florence Devouard, who chairs the Wikimedia Foundation, told Associated Press that Wales had been “slow in submitting receipts,” and that the foundation had rejected Wales’ expense at the Florida steakhouse. Devouard told fellow foundation board members in a private email that she had convinced Associated Press that “the money story was a no story,” and told Wales “I find (it) tiring to see how you are constantly trying to rewrite the past. Get a grip!” Wales told Associated Press: “The board, the current executive director, the previous executive director, and independent auditors have reviewed our books and publicly agree that all of my expenses were appropriate and fully accounted for.”

Media reports speculated on how the controversy would end up being represented in Wikipedia itself. On Wednesday, the St. Petersburg Times wrote: “Wales’ Wikipedia page said only this about Marsden: ‘Wales had a brief relationship with Canadian journalist Rachel Marsden.'” An article in The Australian surmised: “History will decide whether Mr Wales broke his own principles, but before that happens there may well be a Wikipedia page devoted to the controversy.”

Teen broadcasts suicide online

A Pembroke Pines, Florida teenager killed himself Wednesday, November 19, while broadcasting on the live video site Justin.tv. After making suicide threats and being encouraged by Justin.tv viewers and Bodybuilding.com forum members, Abraham K. Biggs, 19, committed suicide by taking an overdose of opiates and benzodiazepine, which had been prescribed for his bipolar disorder.

Biggs first began blogging about his planned suicide 12 hours before the actual event. He died after taking pills and lying on the bed in front of the webcam. After the broadcast, viewers who apparently thought it was a hoax posted messages such as “OMG”, “LOL”, and “hahahah”.

Hours later, after being alerted by viewers who had noticed that Biggs had stopped breathing, law enforcement and paramedics arrived, discovered his body, and covered the camera. The Broward County Medical Examiner’s Office has reportedly confirmed Biggs’ death.

According to Montana Miller of the Bowling Green State University, the circumstances of this case were not shocking: “If it’s not recorded or documented, then it doesn’t even seem worthwhile. For today’s generation it might seem, ‘What’s the point of doing it if everyone isn’t going to see it?'”

Biggs’ sister Rosalind was angry that neither the website nor its viewers reacted soon enough to save him. “They got hits, they got viewers, nothing happened for hours,” she said. She described him as “very happy” and “friendly and outgoing.” “On a normal day, you couldn’t really tell that he got as low as he did.” However, he did have relationship problems with his girlfriend, according to a friend.

Mental health professionals have warned about the possibility that other mentally troubled people would copy his actions. According to Dr. David Shaffer of Columbia University, “Any video showing it as heroic or romantic or glamorous could reduce the anxiety people might feel about suicide. It becomes a respectable behavior and lowers the threshold of suicide.” He and other psychiatrists recommend that potentially suicidal teens talk to others and “tell what’s going on.”

Powerful Cyclone Sidr battered Bangladesh, killing hundreds of people, though reports vary. Citing the local United News of Bangladesh, the Associated Press is reporting a death toll of 1,100.

An evacuation of some 3 million was attempted before the storm made landfall. Anjana Pasricha reported from New Delhi for VOA News that, officials say advance preparation saved many lives, in a country accustomed to natural disasters.

Officials say the cyclone crashed into the country’s southern coast Thursday night with winds of up to 240 kilometers an hour, triggering huge waves.

Many villages were devastated as the winds uprooted trees and flattened homes. Torrential rain and waves washed away crops. Officials say many of the victims were killed by falling trees or debris from collapsing homes.

Shail Shrestha, program coordinator for the Federation of Red Cross and Red Crescent Societies in Dhaka, said preliminary reports indicate that the devastation is widespread.

“Phone lines are cut and communication system is very much disrupted, said Shrestha. “Agriculture products are badly damaged and livestock are also badly damaged.”

The worst of the storm was over by early Friday. This made it possible for government and volunteer teams to dispatch relief teams carrying food, water, medicines, and tents for the people in the affected districts.

Although the storm has caused considerable destruction, officials say a mass evacuation ordered in advance helped save many lives.

Hundreds of thousands of coastal villagers were evacuated into government-built cyclone shelters and other buildings as the storm approached.

The shelters were built after the low-lying country suffered massive casualties in previous cyclones. A storm that hit the country in 1970 killed about half a million people. Another cyclone in 1991 killed more than 130,000.

Chittagong is one of the districts that lay in the path of the storm. A senior district official, Mokhlesur Rahman, says the region was spared large-scale casualties.

“We did evacuate a lot of people into different cyclone shelters, some in educational institutions,” said Rahman. “It was of much help, evacuation…. Now they are going back home.”

India’s east coast was also bracing for the cyclone, but so far it has escaped the storm’s fury. Authorities reported that several areas were hit by heavy rain, but there was little damage.

Skin pigmentation (human skin color) on the other hand varies among peoples of the world. Skin color is determined by the amount of melanin, the pigment in the skin. More concentration of melanin in the body will give you a dark person so it goes without saying that a light-skinned person would have less of the melanin compound in the body.

African-American skin have that distinction of having the most of melanin concentration in the body and studies show that this melanin content in African-American skin has a greater tendency to hyper-pigmentation, or specks of darker colored skin surface that may appear as blemishes over time if not protected properly. This is one important consideration to take in choosing the right skin care product.

There is nothing really fancy in caring for the African American skin, dry skin being a much more common condition for this skin type. Body nourishment is the key. Drinking plenty of fluids will help prevent skin dryness and keep it radiant. A moisturizer is very essential to keep the skin soft and smooth. Choose moisturizers that are hypoallergenic and oil-free. A good moisturizer should absorb into your skin without a trace, creating an invisible barrier against moisture loss. When cleansing your skin, use a non-soap cleanser. Soap will dry and irritate your skin. Be sure to use warm water as well since water that is too hot will also dry out the skin.

Another important consideration is the regular use of sunscreen. While more melanin content in the body can help protect from the sun, a lot of unprotected skin exposure to it can cause the dreaded skin cancer. It is highly recommended to use one with an SPF 30 at the very least.

Facial skin, no matter the type needs to be cared for always. It is that part of the body that we look at first at anytime. No other part of our body is subjected to so much scrutiny as the face, so better to always have it healthy, radiant and blemish free. London serial murder accused Stephen Port makes first court appearance

A London man charged on Sunday with drugging and murdering four men made his first court appearance yesterday. Stephen Port, 40, was remanded to appear before a higher court tomorrow.

Port faces four counts of murder and four counts of “administering a poison with intent to endanger life or inflict grievous bodily harm”. He is alleged to have administered overdoses of recreational drug GHB. He allegedly murdered the men at his home before dumping the bodies, after finding victims online using gay dating services.

Three of the deaths were last year. Anthony Patrick Walgate, 23, was found dead on June 19, 2014 in Cooke Street. Port lives in Cooke Street. The other three alleged victims were found in the vicinity of St Margaret’s Church on North Street. Gabriel Kovari, 22, was discovered dead on August 28. Daniel Whitworth, 21, was found dead the following month on September 20. Fourth alleged victim Jack Taylor, 25, was found a year later on September 14.

Whitworth and Kovari were known to each other, according to testimony at inquest. The Metropolitan Police has referred itself to the Independent Police Complaints Commission concerning what police called “potential vulnerabilities in [our response] to the four deaths.” Police did not initially link the deaths.

Special needs teacher Port, who was guarded by three officers in the dock, spoke in court to confirm his identity. He did not indicate if he will deny the offences. He was arrested following a police appeal to trace a man seen with Taylor shortly before his death.

Police at the time released security footage of Taylor’s movements, with an officer telling the press “the man captured on CCTV may well be the last person to talk to Jack.” The four deaths were finally linked and passed to the Metropolitan Police’s serious crime investigators on Wednesday last week.

The Magistrates’ Court ordered Taylor to appear at the Old Bailey, a famed London courthouse, tomorrow. He spent the hearing holding one arm, and repeatedly looking at the floor, whilst clad in a grey tracksuit given to him by the authorities holding him.

MUFON releases report on UFO sighting in Stephenville, Texas

On January 8, 2008 in Stephenville, Texas, one of the larger UFO sightings in the United States occurred. A few days ago the UFO investigative organization Mutual UFO Network (MUFON) released a 77-page report on the sighting. MUFON is a UFO investigative organization in the United States. Founded in 1969, it now has 3,000 members and is headquartered in Fort Collins, Colorado.

The MUFON report, entitled “Special Research Report Stephenville, Texas” was written by Glen Schulze and Ropert Powell. Shulze has radar experience from working at the White Sands Missile Range. Powell has a chemistry degree and has extensive experience with semiconductors from working for Advanced Micro Devices.

The report is an analysis of radar records from the Federal Aviation Administration and the National Weather Service, obtained through several Freedom of Information Act (FOIA) requests, and comparing them to witness accounts.

Shulze/Powell concluded that the radar data confirms the witness observations of an object, as well as the Air Force’s statement that said ten aircraft were operating in the area. They say that it is too difficult to say what the witnesses saw, but that there was something there. Twice, they say, radar picked up an object travelling at nearly 2,000 mph, and at other times it showed a slow moving object.

Much media attention has been focused on the report’s observation that radar records show one of two objects moving directly toward the Prairie Chapel Ranch in Crawford. This is the home of United States President George W. Bush, which has been nicknamed the Western White House. They did not draw any conclusion as to why such movement was observed.

The authors also concluded that military air activity was heavy at the time, but that the radar records show no overt action toward the unknown object. They express concern about the possibilty that this could have been a terrorist aircraft with no transponder.

Shulze/Powell stated that they felt that they had been stonewalled in some of their FOIA requests by some government agencies. They encouraged the government to more readily provide more information about the incident.

The Stephenville incident on January 8, saw dozens of witnesses reporting a large object in the evening sky that hovered above the community before it took off at high speed. Steve Allen, a pilot, observed the object from the ground and described it as being a half-mile with flashing strobe lights. He also said that it was pursued by two fighter jets, when it disappeared at a speed he estimated to be 3,000 mph.

“I don’t know if it was a biblical experience or somebody from a different universe or whatever but it was definitely not from around these parts,” Allen said.

Another witness was local law enforcement officer Leroy Gateman who reported it as a red glowing object suspended 3,000 feet in the air. “It was so fast I couldn’t track it with my binoculars,” said Gateman.

Rick Sorrells says he saw the object while deer hunting in the woods. “You look at the trees, and it was right here,” he told ABC News. He estimated it to be the length of “three or four football fields,” though he could not be entirely sure due to his vantage point.

Sorrells has later claimed that military helicopters have since overflown his property at low altitude and that he has been getting strange phone calls. He also claims that an unknown man came to his door, even once told him that,”Son we have the same caliber weapons you have, but we have more of them.”, after Sorrells grabbed his rifle, and, “You need to shut your mouth about what you saw.”

“I’m trying to decide whether or not to open the door,” Sorrells said to the Empire-Tribune. “We’re just standing there face to face looking at each other. I’m thinking he’s dressed for the elements and the dogs are raising such a ruckus he must know he’s in danger of being caught. That’s when I realized he wanted me to see him.” The man then turned away and walked into the woods.

The United States Air Force initially said witnesses must have seen reflections coming from commercial airliners. However, they later clarified that ten F-16 Fighting Falcons had been on a night-time training mission in the area on January 8.

“In the interest of public awareness, Air Force Reserve Command Public Affairs realized an error was made regarding the reported training activity of military aircraft,” said the statement.

According to Air Force spokesperson Karl Lewis, the aircraft were from the 457th Fighter Squadron and the error in the initial report was due to an internal communications problem between offices at the base.

Class action launched by Australian bushfire survivors against SP AusNet

The largest class action in Victorian history was commenced at the Supreme Court of Victoria on Friday the 13th by Slidders Lawyers against electricity distribution company SP AusNet and the Brumby Government in relation to the Kilmore East fire that became part of the Kinglake complex.

Because of the lawsuit, SP AusNet SPN.AX’s shares on Monday have dropped more than 13.36 per cent or 14.5 cents, to an intra-day low of 94 cents, was at 98.5 cents at 10:38 a.m. local time, before recovering slightly to be 7.5 cents lower at A$1.01 by 1144 AEDT (0003 GMT) or 6.9 percent in Sydney trading. Shares in SP AusNet closed 3.7 percent lower at A$1.045 on Monday.

Power supplier SP AusNet said it has asked the Victoria Court regarding the status of the class action proceedings saying the firm had insurance policies in place consistent with industry standards. “SP AusNet will continue to update the market as further information becomes available,” the company said.

The claim has focused on alleged negligence by SP AusNet in its management of electricity infrastructure. It maintains most of the power lines in eastern Victoria. Its fallen power line is believed to have sparked the blaze that tore through Kinglake, Steels Creek, Strathewen, Humevale, and St Andrews. The plaintiffs include thousands of angry Kinglake farmers, small business owners, tourist operators and residents who lost homes.

Leo Keane, the lead plaintiff in the class action has alleged “SP AusNet owed a duty of care to landowners to operate and manage power lines in a way that limited the risk of damage from bushfires.”

On Thursday Phoenix Taskforce had taken away a section of power line as well as a power pole from near Kilmore East, part of a two-kilometre section of line in Kilmore East that fell during strong winds and record heat about 11am last Saturday. It was believed to have started the fire there, since within minutes a nearby pine forest was ablaze, and within six hours the bushfire had almost obliterated nearly every building in the towns in its path.

“It is believed that the claim will be made on the basis of negligent management of power lines and infrastructure,” Slidders Lawyers partner Daniel Oldham said. The law firm has announced it was helping landowners and leaseholders get compensation for the 2003, 2006, 2007 and 2009 bushfires. “If you have been burnt by the recent bushfires, please register your interest using the form below as soon as possible,” the law firm’s website stated.

The Insurance Council of Australia has placed the cost of the bushfires at about $500 million. “That means keeping electricity lines clear of trees and in a condition that won’t cause fires. They must also have systems in place to identify and prevent risks occurring,” Melbourne barrister Tim Tobin, QC, said. According to the 2006 census, Kinglake had a population of almost 1,500 people.

But SP AusNet’s legal liability has been limited at $100 million under an agreement inked by the former Kennett government with private utility operators, when the former State Electricity Commission was privatized in 1995. Accordingly, the Brumby Government could be legally obliged to pay damages of the differences amounting to hundreds of millions of dollars.

SP AusNet Ltd said some of its electricity assets have been damaged by the Victoria bushfire. “As a preliminary estimate, it is thought that damage has been sustained to approximately one per cent of SP AusNet’s electricity distribution network, mainly distribution poles, associated conductors and pole top transformers,” SP AusNet said in a statement to the Australian Securities Exchange (ASX). It explained that up to 6,000 homes and businesses on its network were without power due to bushfires, including the Kinglake complex fire, Beechworth fire, and fires across Gippsland including Churchill and Bunyip.

SP AusNet said the firm will cooperate fully and will assist in any fire probe. “We stand ready to assist the relevant authorities with their inquiries if it is necessary for us to do so now and in the coming months,” SP Ausnet spokeswoman Louisa Graham said in a statement.

“Our priority is to restore power to fire-affected areas as quickly as possible. We believe the claim is premature and inappropriate … SP AusNet will vigorously defend the claim. If the claim is pursued, SP AusNet advises that it has liability insurance which provides cover for bushfire liability. The company’s bushfire mitigation and vegetation management programmes comply with state regulations and were audited annually by state agencies,” Grahams explained.

Victorian Auditor-General Rob Hulls said “there was an ‘unseemly rush’ by some lawyers to sue before the cause of the fires had been fully investigated.”

“The government body had audited the network’s bushfire risk to make sure required distances between power lines and vegetation were maintained. Power companies had been given a clean bill of health, and electricity firms were judged to be ‘well prepared for the 2008-09 bushfire season.’ There were no regulations applying to the distances between poles supporting electricity lines and spans of one kilometre were not unusual,” a spokesman for Energy Safe Victoria explained.

Christine Nixon, the 19th and current Chief Commissioner of Victoria Police said investigations into the cause of the bushfires were ongoing. “I know people are angry, and so are all of us in this community. But we need to kind of have a sense that the proper processes are in place and we need to go through the investigation and through the court case,” Nixon said. “At this stage we are not able to confirm how it started. I understand there is some legal action that people are taking, but at this stage we’re still investigating its cause. But the whole circumstances of that fire are part of our Taskforce Phoenix, and as we move through that we’ll be able to tell the community more once we’re able to confirm or deny what we think is the cause of these fires,” Nixon added.

On Thursday, two people were arrested in connection with the fires, having been observed by members of the public acting suspiciously in areas between Yea and Seymour; although they were both released without charges laid.

Brendan Sokaluk, age 39, from Churchill in the Gippsland region, was arrested by police at 4pm on Thursday, in relation to the Churchill fires, and was questioned at the Morwell police station. He was charged on Friday with one count each of arson, intentionally lighting a bushfire and possession of child pornography. The arson case relates to 11 of the 21 deaths in the dire Gippsland fire, which devastated 39,000 hectares in the Latrobe Valley, Calignee, Hazelwood Koornalla and Jeeralang. Two teams of Churchill firefighters were almost lost in the inferno that remains out of control.

Mr Sokaluk joined the CFA Churchill brigade in the late 1980s as a volunteer fire fighter, left in the 1990s and attempted to rejoin twice, but was rejected. He failed to appear in Melbourne Magistrate’s Court Monday for a scheduled hearing, since the court reset the committal hearing on May 25. He is represented by lawyer Julian McMahon.

Magistrate John Klestadt has lifted the suppression order which kept the suspect’s identity a secret but identifying photographs were barred from being released. Mr Sokaluk was remanded in protective custody from Morwell to a cell in Melbourne for his own safety amid fears angry prisoners will target him and real risk of vigilante attacks. He faces a maximum sentence of 25 years imprisonment if convicted on the arson charge.

“This is an extraordinary case. The level of emotion and anger and disgust that the alleged offenses have aroused in the community is unprecedented.” Mr Sokaluk’s defense lawyer Helen Spowart argued. The prosecution has moved the Court for more time to prepare its case, saying there would be up to 200 witnesses to interview.

Slater & Gordon has indicated that they were awaiting the report of the to-be-established Royal Commission, expected in late 2010, before initiating any claims.

Armed with a $40 million budget, the Royal Commission’s Chair Justice Bernard Teague will be assisted by former Commonwealth ombudsman Ron McLeod, who led the inquiry into the 2003 Canberra bushfires, and State Services Authority Commissioner Susan Pascoe. The Commission has said its interim report is due on August 17 while the final report will be submitted by July 31, 2010.

Judge Bernard Teague has announced Tuesday he will meet with fire victims and fire authorities within the next two weeks. “We want to do that as soon as possible – probably not next week but starting to have these discussions the week after,” he said.

Victoria bushfire experts, led by Forest Fire Victoria – a group of scientists and forestry experts – have condemned the government’s “Living with Fire” policy and the state’s failure to initiate serious fuel-reduction programs. Maddens senior attorney Brendan Pendergast said: “We don’t know who the defendant is at this stage. We are unsure who the electrical supplier is for that area but we should know in a few days. There were people who had their homes burnt to the ground and they will need to reconstruct, replace their contents,” he said. Maddens has initiated a register of affected landowners for the recent bushfires, saying the firm has included victims of the Pomborneit fire that burnt almost 1300 hectares in the proposed class action amid the CFA’s statement the blaze could have been deliberately lit.

Frances Esther “Fran” Bailey, Liberal member of the Australian House of Representatives (1990-93 and 1996-present), representing the electorate of McEwen in Victoria said the Country Fire Authority (CFA) had told her one of the power lines had broken before the fire.

“The local CFA [Country Fire Authority] told me on that Saturday, with those very high winds, one of the lines had broken and was whipping against the ground and sparked,” she said. “Whether or not that is the cause of that terrible fire that actually took out Kinglake and maybe Marysville, the investigations will prove that, but we’ve got to do better,” she added.

Victorian Premier John Brumby said the power line claim would be examined as part of the Royal Commission into the bushfire. “No stone will be left unturned. So, I think it’s important the Royal Commission does its work. And, the Royal Commission will, of course, look at all of the factors with the fires,” Mr Brumby said. At least 550 houses were incinerated and 100 people have been killed, leaving more than 1,000 homeless in the Kinglake bushfire and surrounding areas.
