Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Thursday, August 16, 2007

The name Robert Cailliau may not ring a bell to the general public, but his invention is the reason why you are reading this: Dr. Cailliau together with his colleague Sir Tim Berners-Lee invented the World Wide Web, making the internet accessible so it could grow from an academic tool to a mass communication medium. Last January Dr. Cailliau retired from CERN, the European particle physics lab where the WWW emerged.

Wikinews offered the engineer a virtual beer from his native country Belgium, and conducted an e-mail interview with him (which started about three weeks ago) about the history and the future of the web and his life and work.

Wikinews: At the start of this interview, we would like to offer you a fresh pint on a terrace, but since this is an e-mail interview, we will limit ourselves to a virtual beer, which you can enjoy here.

Robert Cailliau: Yes, I myself once (at the 2nd international WWW Conference, Chicago) said that there is no such thing as a virtual beer: people will still want to sit together. Anyway, here we go.

Hardware industry is a traditional and new and modern industries. Hardware products widely used in the past, people call it hardware, such as nails, scissors, wrench, tool what is, and we need time to shop can be bought several smoothly, no one how much these things as objects. But Do not look at these small metal products, and now has developed into a world influence of the largest industry.

1, hardware development in various categories With the development of the times, hardware toward personal wealth is that people can feel. Only a small lock, for example, before the family is just general household locks locks, bicycle locks, but with the motorcycle, automobile industry, high-end residential development, a number of companies to develop modern means of transport suitable for all kinds of motor lock, car lock, anti-theft security lock. Not only lock varieties has increased, and the integration of traditional products showed the trend of high-tech, electronic locks, fingerprint lock, and so one after another; traditional tools hardware, but also changed: garden tool to in-depth extension of a simple pruning twig of the scissors, step by step for the new development of family-and community-building manual, power tools, weeding machine, etc. replaced. According to statistics, China’s hardware products from the early 80s of last century, 40 kinds of products, less than 500 varieties, surge to the present more than 10,000 varieties, an increase of 20 times; product categories have also been the traditional daily-use hardware from the past, Architectural Hardware, tools, door hardware three categories increased, including shower rooms, gas appliances, range hood, kitchen equipment, cooking utensils and other 10 products. 2, hardware, enterprise economies of scale The number of enterprises in China hardware from the early 80’s to 50000 more than 2,000. Ultra-billion-scale enterprises from the ring in 1988 when the statistics, Zhang Koizumi, solid edge, the Great Wall Seiko, Wen Deng Wei Li, 14 enterprises, the rapid rise to the present more than 100. Today, the hardware scale enterprises are mostly owned by a modern factory. For example, 10000 and the company’s production workshop, the tall plant to natural light, modern style, both conducive to the production, but also environmentally friendly and completely get rid of the hardware business in the past in people’s minds, “small, poor, chaotic,” the backward image. In the coastal areas of Zhejiang, Guangdong, Jiangsu, Shanghai, Shandong and other places, has formed a number of characteristics of the economic industrial base, metal industry has become the backbone of local industry or focus on the development industry and hardware industry in the country have played an important role, such as Guangdong Xiaolan Town, Yuhuan County, Zhejiang Province has become China’s leading hardware production and export base; Yangjiang, Guangdong has become China’s largest production base of knives, scissors; Wenzhou, Zhejiang, was awarded the “Chinese locks are” title; Hebei Anping wire mesh industry base built , Asia 80% of the mesh from Anping. China’s hardware industry to an annual growth rate of 20% of steady development, the annual output value of 4,000 billion yuan, higher than the household appliances industry. Data show that exports of metal products in 2005 amounted to 30.512 billion U.S. dollars, year on year increase of 26.44%. China’s exports of light industry as a whole accounts for about 25% of the country’s total exports, hardware industry, light industry exports ranked the top three. Three, metal industry, highlights the international competitive edge In recent years, China’s hardware industry’s international competitiveness has been increasing. Our hardware products, trade specialization index (TSC Index) remained at between 0.78-0.85, and increased year by year, which shows that our hardware products, import and export trade status has been greatly improved, and the whole still in a relatively advantageous position . On the other hand, China’s comparative advantage index of metal manufactures (RCA index) is basically maintained at 0.8 to about 0.9, indicating that China’s hardware products with a moderate international competitiveness. But it should be noted that in recent years, China’s hardware products, RCA index showing a declining trend, mainly because of China’s hardware products are labor-intensive products, due to capital, technology and content is not high, in the international market more susceptible to the developed countries barriers to trade restrictions. Die 100-hui Luo, CEO pointed out that the view from the products and the enterprises themselves, and many hardware companies approach is a form of processing trade, technological innovation capability is not strong, which makes China’s hardware industry has insufficient capacity for competition in the international market gradually lost their advantage , in the future course of development, for the major comparative advantage of labor costs on hardware industry, at the same time weakening the comparative advantage will increasingly need to rely on and enhance their competitive edge to maintain and enhance the international competitiveness of the industry. According to Die 100-hui Luo, CEO survey said that at present China has formed the Pearl River Delta, Yangtze Delta and the Shandong Peninsula three hardware industry zone, Yongkang, Zhejiang appeared, Zhongshan Xiaolan, and Jiangsu Qidong other metal industry cluster. The development of China’s hardware industry cluster reveals eight major advantages: One is beneficial to the depth of the division of labor between enterprises and technological innovation. Every enterprise will be fully funding, focus on the most advantageous to do their part, that the enterprise’s core competencies, other related outsourcing to professional company to complete, each product is a summary of a number of core competence. Second, it helps to save transaction costs. Enterprises are faced with the nearest, a large number of raw materials suppliers and equipment suppliers can lower costs, higher demands, faster speed to purchase a variety of inputs, including raw materials, spare parts, machinery and equipment, the kinds of services and human resources. Thirdly, it is beneficial to industry and the professional market, pushing each other forward. Industrial cluster is conducive to the formation of the professional market, but also has a greater impact at home and abroad the professional market, both pro-business product sales, but also conducive to the information, and timely adjustment of product structure. Fourth, it helps to stimulate the sense of competition. The same kinds of products from a large number of production among enterprises will naturally compete, so as to continuously improve product quality and grade. 5 is conducive to Investment. Supporting industries within the industrial cluster system and perfect service system, starting a business with low entry costs and exit costs, not only conducive to attracting foreign direct investment, but also conducive to the cluster of enterprises within the domestic and international capital markets. 6 is conducive to governance “credit deficit disorder.” As the regional industry concentration, among many enterprises to know the root Zhidi, once late payments, forgery, and avoiding the debt and other dishonest acts, it will immediately at the local spread, promises difficult for enterprises to locally based, so the phenomenon of corporate dishonesty between low probability. 7, it helps to promote business innovation. A variety of the latest market, product and technical information gathered, coupled with frequent exchanges between a variety of information within the cluster to promote a greater chance of collision of innovative ideas. LAW 100-hui said the competition within the cluster, as well as personnel exchanges also makes businesses more intense desire to learn, easy to drive innovation in the whole industry. 8 is conducive to the creation of regional brands. Regional industrial advantages and product features are conducive to the formation of regional brand, brand high-impact areas to attract more outlets, suppliers, investors, and various talents. Thus further contributing to the prosperity of the upstream and downstream industries, the development of regional economy as a whole are very favorable.

2006 “Stolenwealth” Games to confront Commonwealth Games in Melbourne

Author:  |  Category: Uncategorized

Friday, March 3, 2006

The possibility of large-scale protests in the face of the 3,000 journalists covering the Melbourne 2006 Commonwealth Games, has event organisers and the Government worried.

The group “Black GST” – which represents Indigenous Genocide, Sovereignty and Treaty – are planning demonstrations at prominent Games events unless the Government agrees to a range of demands including an end to Aboriginal genocide, Aboriginal Sovereignty and the signing of a treaty.

The Black GST say they hope the focus of the world’s media will draw attention to the plight of indigenous Australians during the Games. Organisers say supporters are converging from across Australia and from overseas. Organisers say up to 20,000 people may take part in talks, rallies, colourful protests and many cultural festivities designed to pressure the Federal Government on Indigeneous rights issues. They want the Government to provide a temporary campsite for the supporters, saying “organised chaos was better than disorganised chaos.”

The 2006 Stolenwealth Games convergence, described by organisers as the “cultural festival of the 2006 Commonwealth Games,” was virtually opened on March 2nd with the launch of the official “Stolenwealth Games” website. Scoop Independent News and Perth Indymedia reported that the launch was held at Federation Square in Melbourne. The site contents were projected via wireless laptop by the Stolenwealth Games General Manager, and a tour of the website was given on the big screen. He said “overwhelming amusement was the response from the audience.” The group say permanent access points to the website are being set up at public internet facilities across Victoria during the coming weeks.

“Interest in the Stolenwealth Games is building all over the world and this fresh, exciting and contemporary site will draw in people from Stolenwealth Nations around the globe to find out about the latest news and events,” said a Stolenwealth Games spokesperson. “We have been getting many requests from around the world wanting to know about the Stolenwealth Games. We have provided many ways that individuals and organisations can support the campaign by spreading the word.”

The Victorian Traditional Owner Land Justice Group (VTOLJG) which represents the first nation groups of Victoria, has announced its support to boycott the 2006 Commonwealth Games until the Government “recognises Traditional Owner rights.” The group asserts that culture has been misappropriated in preparation for the Games.

Organisers of the campaign say they welcome the formal support from the Traditional Owners. “While some seek to divide and discredit Indigenous Australia, this support is further evidence that the Aboriginal people are united in opposition to the ongoing criminal genocide that is being perpetrated against the Aboriginal people” said Black GST supporter and Aboriginal Elder, Robbie Thorpe.

“We now have endorsement from the VTOLJG and the Aboriginal Tent Embassy for the aims and objectives of the Campaign and we are looking forward to hosting all indigenous and non-indigenous supporters from across Australia in March,” he said. The Black GST group have said “the convergence will be held as a peaceful, family-focussed demonstration against genocide, and for the restoration of sovereignty and the negotiations towards a Treaty.”

But the campaign has received flak in mainstream media, such as Melbourne’s Herald Sun, who wrote: “the proposal to allow BlackGST to set up an Aboriginal tent embassy at a site well away from the Commonwealth Games will be interpreted by some as the State Government caving in to a radical protest group. A major concern for the Government… is to protect the event from disruption… no chances should be taken…”

The Black GST has been planning the convergence for months, calling for Aboriginal people and their supporters to converge on Melbourne. The Melbourne-based Indigenous rights group have called on thousands of people concerned about the plight of indigenous Australians to converge on Melbourne during the Games, which they have dubbed “the Stolenwealth Games”. But the choice of Kings Domain has made conflict almost inevitable, as the area is one of the areas gazetted by the State Government as a “Games management zone”.

Under the Commonwealth Games Arrangements Act, any area gazetted as a management zone is subject to a range of specific laws – including bans on protesting, creating a disturbance and other activities. The protest bans will be in effect at different times and places, and offenders can be arrested. A spokeswoman for the Black GST, which advocates peaceful protest, said the site had been chosen because it was close to where the Queen will stay on March 15. “We figured that she is only in Melbourne for 27 hours or something like that so we thought we would make it easy for her to come next door and see us,” she said. “We are a very open, welcoming group, so she will be welcome to come and join us.”

Kings Domain is the burial site for 38 indigenous forefathers of Victoria. Black GST elder, Targan, said trade union groups have offered to install infrastructure at the site. The group initially worked with the State Government to find a suitable camp site, but the relationship broke down when the Government failed to meet a deadline imposed by the protesters. “While we are disappointed the ministers were not able to meet deadline on our request, we thank them for their constructive approach towards negotiations and the open-door policy exercised,” said Targan.

A spokesman for Games Minister Justin Madden said the Government was still investigating other sites. Victoria Police Games security commander Brendan Bannan said he was not convinced the Black GST represented the views of most indigenous people. “We are dealing with the Aboriginal community and they don’t seem to support it at all … the wider Aboriginal community don’t support disruption to the Games at all,” he said.

The Government was told that Black GST supporters would camp in Fitzroy Gardens and other city parks should it fail to nominate a site. A spokesman for Aboriginal Affairs Minister Gavan Jennings said the Government was taking the issue seriously, but had not been able to finalise a campsite before the deadline.

Under special Games laws, people protesting or causing a disturbance in “Games management zones” can be arrested and fined. While prominent public spaces such as Federation Square, Birrarung Marr, Albert Park and the Alexandra Gardens fall under the legislation, such tough anti-protest laws cannot be enforced in the nearby Fitzroy Gardens.

Games chairman Ron Walker has urged the group to choose another date for its protest march through the city, which is currently planned to coincide with the opening ceremony on March 15. The group believes that an opportunity to gain attention for indigenous issues was lost at the Sydney Olympics and has vowed to make a highly visible presence at the Games.

The Black GST said the Australian Aboriginal Tent Embassy’s sacred flame, burning over many years at the Canberra site will be carried to Melbourne before the Games, and its arrival would mark the opening of the protest camp from where a march will proceed to the MCG before the Opening Ceremony.

Black GST claims supporters from all over Australia, including three busloads from the West Australian Land Council, will gather in Melbourne during the Games for peaceful protests.

Aboriginal Affairs Minister Gavin Jennings had offered Victoria Park to the protesters. Victoria Park, former home of Collingwood Football Club, where one of the strongest statements of Aboriginal pride, when St Kilda star Nicky Winmar in 1993 raised his jumper and pointed to his bare chest after racial taunts from the Collingwood crowd.

Black GST, which has labelled the Games the Stolenwealth Games, said the State Government had failed to find a suitable venue. Black GST may encourage protesters to camp in prominent parks such as Fitzroy Gardens and Treasury Gardens. Graffiti supporting the action has also appeared in central Melbourne.

Melbourne City councillor Fraser Brindley has offered his home to the Black GST organisers. “I offered my home up to people who are organising visitors to come to the Games,” he said. Cr Brindley will be overseas when the Commonwealth Games are held and has offered the free accommodation at his flat at Parkville. He said he agreed with the protesters’ view that treaties needed to be signed with indigenous Australians. “I’m offering it up to the indigenous people who are coming to remind Her Majesty that her Empire took this land from them,” said Cr Brindlley. Nationals leader Peter Ryan said: “This extremist group has no part in the Australian community.” Melbourne councillor Peter Clarke said the actions were embarrassing and that he would try to discourage him. “It’s not in the spirit of the Games,” he said.

Aboriginal elder, Targan, said the possibility of securing Victoria Park was delightfully ironic. “There’s a lot of irony going on,” Targan, 53, a PhD student at Melbourne University, said. “GST stands for Genocide, Sovereignty and Treaty. We want the genocide of our people to stop; we want some sovereignty over traditional land, certainly how it is used, and we want a treaty with the government,” Targan said.

Disney buys Pixar

Author:  |  Category: Uncategorized

Tuesday, January 24, 2006

The Walt Disney Company has finalized a US$7.4 billion deal to acquire its long-time partner Pixar in an all stock buy-out. The deal will make Steve Jobs, current Pixar and Apple CEO, Disney’s largest shareholder with about 7% (valued at over $3.5 billion) and a member of the board of directors.

The merger was speculated all day Tuesday on the stock market and the announcement came just after trading closed for the day. Terms of the merger include Pixar’s John Lasseter becoming Disney’s new chief creative officer in charge of animation at the combined Disney-Pixar Animation Studios, as well as principal creative advisor at Walt Disney Imagineering, the unit of the company responsible for research and development of Disney theme parks worldwide.

Jobs purchased what became Pixar for $10 million in 1986 from George Lucas’s computer animation division at Lucasfilm. Toy Story, its first feature film, came a decade later, and began a long string of animation hits, including Finding Nemo. Such successes proved to be increasingly elusive for Disney to manage on its own. The partnership between the two studios had become shaky in recent years, as former Disney head Michael Eisner clashed with Jobs over the renewal terms of their agreement. In 2003, prior to his dismissal from Disney, Eisner infuriated Pixar’s creative team by predicting Finding Nemo would be a failure. Steve Jobs broke off negotiations in January 2004, having told one executive previously, “I don’t see how the relationship can continue as long as Eisner is there.”

Face-off at Islamabad Mosque

Author:  |  Category: Uncategorized

Sunday, July 8, 2007

Since last Tuesday, following violent confrontations with Pakistan’s army, up to 1800 clerics and students are still holed up in Islamabad’s Red Mosque. Clashes began last week following mounting antagonism between the mosques hard-line leaders and the government lead by President Pervez Musharraf.

The mosque has been accused of enforcing its own Islamic law in the capital, notably the illegal detention of Chinese foreign nationals working in massage parlors.

20 people have been reported killed over the past six days, which have seen multiple gun battles and demolition of the mosques exterior walls. Currently, there seems little chance of a negotiated resolution. A delegation of Islamic leaders were refused access, and the mosques leader Abdul Rashid Ghazi has declared suicide a favourable option to surrender.

The mosques leaders follow the Hanafi school of thought, believing that the Koran is the authority by which justice should be metered. Historically the mosque has had close links with the Pakistan leadership, and members of the current administration have resisted calls for a crackdown on the mosques provocative behaviour.

The stand-off represents a decisive ideological challenge to the president who is walking a fine-line between Islamic extremists at home and foreign pressure to crack-down on militancy in the lawless tribal regions.

What Causes Gum Recession?

Author:  |  Category: Dentist

By Dr. Vito Clarizio

When gums are healthy, they are positioned up against your teeth covering your tooth roots and keeping food particles from getting below your gum line. With gum recession, the gums move away from the tooth, exposing the tooth roots and making it easy for food and bacteria to get below the gum line sometimes creating periodontal pockets that can become infected, resulting in tooth loss or jawbone deterioration.

Gum recession is typically caused when the tissue of the gums becomes damaged either due to poor dental hygiene, trauma to the mouth, or periodontal disease. Crooked or irregular teeth or thin, fragile gum tissue can also be the reason for gum recession. There are several symptoms that can indicate gum recession, and when they occur are warning signs letting you know that it’s time for a visit to your dentist to correct the problem before more serious issues can develop. Signs of gum recession are:

–The roots of your teeth begin to show.

–Your teeth start appearing longer than they normally do.

–When brushing your teeth or running your tongue over your teeth you may feel a notch at the gum line.

–You may start to notice that you have bad breath.

–The spaces between your teeth seem to be getting bigger.

–Your gums may bleed when you brush or floss.

–Your gums may look red or swollen.

–You might notice tooth decay below your gum line.

–The color of your teeth may look different because the color of your tooth enamel is actually different than the color of the cementum which covers a tooth root.

The first step for treating gum recession is to determine the underlying cause and to correct or eliminate it. By examining your teeth, your dentist can quickly determine what is causing the issue. Since poor oral hygiene habits are often the culprit behind the issue, your dental professionals can help you determine good daily oral hygiene habits along with instructing you on the right way to brush your teeth, which will often be enough to correct the problem.

When the gum recession is located on just a few of your teeth in the front of your mouth, the way that you are brushing your teeth is most likely the cause and your dental hygienist can quickly instruct you on how to brush your teeth without causing damage to your gums. Sometimes the way your teeth are aligned or a habit of grinding your teeth can be the cause. However, if all or the majority of your teeth have receding gums, it is most likely that periodontal disease is involved. A thorough periodontal screening and examination will help your dentist diagnose the extent of the disease and the best treatment method for stopping the problem and correcting the damage.

The important thing to know about gum recession is that it should not be ignored because it can quickly develop into a larger problem such as serious periodontal disease, which can result in tooth loss and bone deterioration.

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.
