NZ law exempts working farm dogs from embedded ID tag rule

New Zealand farmers have won a key victory in Parliament, with MPs voting to exempt Working farm dogs from microchipping legislation, passing 61:60.

The Federated Farmers debated the law for a long time, saying that the cost of microchipping all their dogs will be a huge cost and an inconvenience. Under previous legislation, all newly registered dogs were to have identification microchips embedded by July 1. The microchips in dogs are for owner identification, in case of attacks on humans. This law was introduced when Carolina Anderson, 7-year-old, was attacked in 2003.

Parliament has been debating several proposed amendments to the Local Government Law Reform bill, which aimed to change the microchipping requirement.

Blogger David Farrar says “It is very messy for the Government to lose the vote after piling so much pressure on.” In the end only Labour, Progressive plus New Zealand First voted for it.

The Green party split votes (rare for a party). Four Greens MPs voted for the farm dog exemption and two against.

The four Green MPs were – Sue Bradford, Keith Locke, Sue Kedgley and Nandor Tanczos. The Greens had previously proposed that only dangerous dogs should be microchipped.

In favour of exempting farm dogs:

Swiss reject single health insurance

Author:  |  Category: Uncategorized

Monday, March 12, 2007

24 of 26 Swiss Cantons rejected the proposal for a single health insurance system, in which premiums would be based on income and wealth. The vote on Sunday was the latest in a series of attempts to cut rising costs and ease the financial burden on citizens.

Around 71% of voters rejected the reform. Turnout was at about 46%, slightly above the Swiss average.

As expected, voters in the main German-speaking part of the country turned down the planned reform, which was supported by the centre-left but opposed by the centre-right as well as the business community, parliament and the government.

Opposition in the French and Italian speaking regions was less pronounced. The cantons Jura and Neuchâtel in the French speaking regions voted in favor of the proposed reforms.

Health insurance premiums are higher in southern and western Swiss cantons than in German-speaking areas.

The Swiss Interior Minister Pascal Couchepin said an important part of the Swiss Population appeared to be opposed to “a revolution” in health insurance but he said that he wanted current reforms currently under discussion in the Swiss Parliament to go ahead. He called on all sides, especially health insurers and the cantonal authorities, to make efforts to reduce spending on health insurance and aim for a greater cost efficiency. Currently Switzerland has 87 private insurers providing mandatory basic health care coverage for Swiss residents under a 1996 law. But costs have sky-rocketed. Over 100,000 people are not covered by health insurance due to non payment.

To win the battle of the cost of health care, everyone must place his or her private interests behind the interests of the general public. -Pascal Couchepin at a news conference

Opponents to the initiative argued that a single insurance system would lead to complacency and create a two-tier system, in which the wealthy would be the only ones available to afford to have additional private insurance coverage.

Supporters of the initiative said a single health insurer would increase the system’s efficiency and allow for annual savings of at least 300 million Swiss Francs (about $245 million) in administrative costs. Currently, the funding system is unbalanced, since many clients on low incomes use state subsidies to pay their premiums, according to the Green Party and the Social Democrats.

The initiative to unite all the insurance companies and introduce premiums based on wealth and income was the most recent in a series of attempts over the past ten years to reduce the public spending on health care. A proposal, similar to this recent proposal, to modify the funding system of the health insurance companies was rejected by 73% of voters in 2003.

Switzerland has the most expensive health system in Europe. Switzerland’s expenditure on health care was 11.6% in 2005, in front of Germany and France but behind the United States.

Drone smartphone app to help heart attack victims in remote areas announced

Author:  |  Category: Uncategorized

Monday, August 26, 2013

German non-profit organization Definetz announced on Friday the development of the ‘Defikopter’: a medical drone, launched by smartphone app, designed to be able to fly defibrillators to heart attack victims in remote areas quicker than an ambulance.

The Defikopter is to be launched by an app that sends out the GPS coordinates of the victim. With the ability to fly at 70km per hour in all weather conditions, the eight-armed octocopter could reach any patient within a ten kilometre radius.

The invention has received cautious praise from German medical services; the drone is still in the development and testing stage. Definetz and collaborating drone builder Height Tech have not issued any information about the release of the smartphone app or about when the drone will be available for medical services to purchase.

“We’ll have to see how much these drones can help,” German emergency services union representative Marco König told The Local. German news site Mittelbayerische reports a price tag of €20,000 (US$26,000) apiece.

One major problem Definetz faces is the law that requires all unmanned flying vehicles in Germany to be supervised. Another is that only members of the public who downloaded the app ‘just in case’ of an emergency, plus emergency workers with the app, could summon a drone.

Spectacular Romantic Getaways: Vacations Near Dallas

Author:  |  Category: Lunch

By Marcia Drewitz

As any relationship guru will tell you, the best way to rekindle the dwindling fire of an otherwise successful relationship is to spend more time together. Quality time, that is! One of the most rewarding ways to do so is in a romantic, natural setting. If you live in the Dallas/Fort Worth area, you are in luck! You live less than a three-hour drive away from one of the most beautiful romantic getaway spots in the country: McCurtain County, Oklahoma. This is the home of Beavers Bend State Park and Broken Bow Lake.

There is a big difference between typical vacations and romantic getaways. Vacations tend to be about “doing” – including sightseeing, eating, playing sports, and even shopping. Of course, romantic getaways can include all of these activities as well, but the focus tends to be less on the “doing” part and more on the two of you “being” together. And what better place to be together than in a locale voted by LIFE magazine as one of the “100 Places to See in Your Lifetime?”

Romance is alive in McCurtain County – in part because of the astounding natural beauty to be found here. The Ouachita Mountains provide just one of the breathtaking backdrops to be found in this place of immense natural beauty. This is the setting for casual strolls through pine forests amidst rivers and lakes that are bound to spark the kinds of lazy, meandering conversations that keep the fire of your relationship burning strong.

Running through this area are many gorgeous bodies of water, including the Broken Bow, Mountain Fork, Poteau, Upper Kiamichi, and the Little. They provide endless recreational opportunities, including paddle boating, water skiing, swimming, canoeing and even parasailing. But, most of all, they provide you and your special someone with a setting in which to get away from the hustle and bustle of your daily life in the Dallas/Fort Worth (the Metroplex) area. In McCurtain County, you can really get to know one another again.

Here are 7 ways to enjoy a romantic visit to McCurtain County:

1. Have a picnic under the trees:

McCurtain County has some of the most beautiful forests and wildlife areas in the United States. You and your partner can enjoy a picnic in nature while you rekindle your relationship in a refreshing, natural setting.

2. Stop at a local restaurant:

The park’s onsite restaurant offers you the opportunity to eat lunch on its outdoor deck while you engage in people-watching, enjoying the wildlife, or just seeing a new side of your special someone in a unique setting.

3. Enjoy a romantic evening in front of the fireplace:

The McCurtain County area offers a range of cabin options for romantic visitors, including a selection of luxury cabins. This is the chance for the two of you to spend time cuddling in front of the fireplace while talking about the day’s events or weaving plans for your dream future together. Or enjoying the relaxing benefits of a hot tub.

4. Hike hand-in-hand:

Taking a hike along the Mountain Fork river and Broken Bow Lake is a spectacular way to enjoy each other’s company while you explore nature together.

5. Sit on the porch and watch the (wildlife) go by:

The great thing about sitting outside on the porch in your McCurtain County cabin with your special someone is that there isn’t much to see or hear – apart from some of the most beautiful greenery and wildlife to be found anywhere in the country, that is. With the lack of traffic, neighbors, and city noise, the refreshing silence can be enjoyed with a special glass of wine. We expect you will catch on quickly to the slower pace that makes getting closer to him or her so easy.

6. Cook together:

Whether the two of you are seasoned chefs or are challenged just trying to heat a frozen pizza, there is nothing more romantic than cooking a dinner in a cabin together. No interruptions, no phone calls – just an open cookbook, a grocery bag or two full of ingredients, and the joy of tasting the fruits of your labors.

7. Stop in Idabel for an organic treat:

On your way to and from McCurtain County, stop by the town of Idabel and the nearby Honey Bear Ranch where together you can shop for delicious organic foods and other snacks.

For a romantic getaway idea that is less than a half-tank of gas away from Dallas/Fort Worth, grab that special guy or gal in your life, get on the road and escape to another world that is closer than you think.

France to ban smoking in public places

Author:  |  Category: Uncategorized

Monday, October 9, 2006

France is to ban smoking in all public places in February 2007, the French prime minister, Dominique de Villepin has announced. However cafés, nightclubs and restaurants will not be required to comply until January 2008.

An offence would result in a fine of 75 euros for the person(s) responsible and 150 euros for the premises where the offence occurred.

When announcing the new law in a television interview, he stated his reason as being the “public health”:

“We started on the basis of a simple observation – two figures: 60,000 deaths a year in our country linked directly to tobacco consumption and 5,000 deaths linked to passive smoking. It is an unacceptable reality in our country in terms of public health”

Public places will include stations, museums, government offices and shops, but not streets or private places such as houses or hotel rooms. He also stated that the country would pay for one-third of the costs of anti-smoking treatments:

“That would represent the first month of treatment,” he said.“There are also other solutions, for example the creation of closed, ventilated spaces, where (food and drink) service is not authorised in order to protect employees,” he added.File:Dominique villepin.jpg

A BBC survey made in France, a country notorious for its use of tobacco suggests that 70% of the people support the ban.

The European Union’s most enthusiastic smokers are found in Greece, Cyprus, and Portugal, according to findings published in May this year. When the law activates, France will join Ireland and Italy, which have passed similar measures. Italy, for example, has very strict measures, such as a minimum fine of 150 euros for smoking in public places with additional charges leveled if the offender was near a pregnant woman or a child under 13. Repeat offenders could be fined more than 275 euros, and imprisoned if they continued. In Switzerland, the canton of Ticino is the only canton in the nation to have banned smoking in restaurants. In the The Netherlands, smoking is banned in NS railway stations.
